9:00-10:00 First General Session: Presenter: Laura Lanza is the ASPCA Southern Regional Manager, National Shelter Outreach Program serving 11 states, one of which is WV. Community collaboration: uniting to make a difference for the animals: Exploring ways in which various community resources can unite to affect positive local results. It takes a village to resolve animal issues.

Legislative round table: A discussion of current animal welfare laws with a look at any current legislation and also how to successfully promote a positive legislative agenda using local effort.

1:00 - 4:45 pm Certificate Workshop Session
Travel the maze of animal welfare laws in West Virginia Presented by
Sylvia Shafer, former Executive Director of the Kanawha/Charleston Humane Society and current consultant with the Federation of Humane Organizations of West Virginia. Sylvia's work with this group and her extensive lobbying experience for animal welfare laws in the state legislature will enlighten all. Sylvia will discuss WV State Law and give a thorough explanation of those laws that most affect us! (Participants will receive certificate from FOHO for attendance at this workshop and a copy of those state laws)

1:00 – 1:45 Concurrent Sessions: Choose One of the Following Sessions:
1) Shelters...animal control.... state code....local humane officers:
connecting the dots between...Presented by Sylvia Smith, Animal Control
Officer, Morgantown , WV presents a blueprint for success in collaboration
between the various city/county entities and the laws that affect them.
Choosing legal solutions that protect animals within the city and county
framework will be explored. Sylvia's 14 years of experience makes this a
very informative session.

2) Evaluating animal behavior: presented by Jane Kopelman, Shelter Manager for Rondout Valley Animals for Adoption in New York , the national Training Wheels coordinator for the Community Animal Shelter Association and a private trainer and behavioral consultant. Jane shares her knowledge of identifying animal behaviors that are problems or may lead to problems after an animal is adopted.

2) Post evaluation of animal behavior - Correcting Animal Behavior: presented by Jane Kopelman, Shelter Manager for Rondout Valley Animals for Adoption, the national Training Wheels coordinator for the Community Animal Shelter Association and a private trainer and behavioral consultant. Now that unwanted behaviors have been identified in animals, Jane will take the mystery out of changing those behaviors.
3) Rescues: what they are all about? Cindy Mowery, Shelter Director of the Humane Society of Parkersburg, Cindy discusses how local shelters and humane groups deal with rescue groups offering suggestions for evaluating the rescue group.

1) Exotic Bird Rescue: presented by Sherri Killen, Director of the Raven’s Haven Exotic Bird Rescue. Join Sherri in this informative session as she explores the world of exotic birds looking at their care, their environment. Participants will view a one half-hour Documentary on exotic bird rescue: accredited by the Association of Sanctuaries. (Many local shelters have informed us that there is little information out there on this topic)

4:00 – 4:45 Concurrent Sessions: Choose One of the Following Sessions:
1) Age-specific Humane Education Programs that work: presented by Sandy Swisher, President of the Humane Society of Parkersburg and current Treasurer of the Federation of Humane Organizations of West Virginia: Sandy will provide an overview of differing age specific educational programs offered by the Washington DC Humane Society. These programs cover a myriad of topics on animal welfare that could be used in local educational programs.

2003 HSUS Animals in Disasters Certificate Course

9:40-10:15 First General Session

Protecting Animals in Disasters – presented by Sandy Rowland, Director of the Great Lakes Regional Office of the Humane Society of the United States . Learn about the effects natural and man-made disasters have on animals, animal owners, animal shelters and humane organizations, and communities. A special

segment by the Kanawha-Charleston Humane Association will detail their involvement in caring for and adopting shelter animals displaced by the 2001 floods.

10:15-10:30 Morning Break

10:30-11:30 Second General Session

Disaster Preparedness and Response: Who does what at the County and State Levels – Karen Settles of the WV Office of Emergency Services will clarify the responsibilities of the different levels of government, and introduces Volunteer Organizations Active in Disasters (VOAD), which includes faith-based groups and the Red Cross. Rob Archibald of the Disaster Services section of the Humane Society of the United States will discuss the involvement of organizations with animal disaster responders.

Choose one of the following sessions:

1)Preparedness for Animal Shelters, Non-sheltered Humane Groups, and Wildlife Rehabilitators
Is your animal shelter or foster-based group ready to protect the animals in your care? Find out as you learn about personal preparedness (critical for your staff and volunteers) and preparedness and response issues specific to groups that handle animals. Take home the tools and know-how to develop a new or refine an existing disaster plan for your own organization.

2)Community Animal Disaster Preparedness and Response
Is your county ready for the animal issues when a disaster strikes? Learn how to find out, and then help create or improve your county’s animal component of their disaster plan. This session will cover field assessments, pet friendly shelters, animal and human responders working together, managing volunteers and donations, plus more. Take back tools to return home and take an active part in local planning efforts.
