Mobile Spay Neuter Vans: Get ready West Virginia, yours is ready
to hit the road!
Esther Mechler of Spay USA discusses the success of the mobile spay
neuter van in both rural and urban areas. You will learn how these
programs serving a variety of communities have been organized and
funded.
10:15-10:30 - Morning Break /Buy tickets for bucket auction and

10:30 – 11:15 Second General Session:
West Virginia’s New Spay Neuter Mobile Van : Discover the
plans for this unit in West Virginia as it is being introduced into
our state. The WV mobile unit will be parked outside for tours throughout
the day.
11:15 - 12:00 Third General Session
WV Raptor Rehabilitation Center presents their marvelous Birds of
Prey : Handlers will have a Red tailed Hawk, a Screech Owl and a
great horned Owl present to illustrate the work this center does
for injured or orhaned birds. Their goal is to release them back
into the wild.
12:00-1:00 Lunch Buffet /Buy tickets for bucket auction and great
prizes!

How to investigate and proscecute animal code violations: 3 hr session
presented by Sylvia Smith, Animal Control Officer, City of Morgantown
/Attendees will receive a certificate for this 3 hour training.
Great session for County Dog Wardens, Animal Control Officers, Prosecutors,
Shelter Workers, State Police Officers, County Commissioners. State
Code 1920-12 indicates enforcement shall be the duty of all officers.
Sylvia brings 10 years experience in the City of Morgantown as an
Animal Control Officer with an animal science major background in
college.
1:00 – 2:00 Concurrent Sessions: Choose One of the Following
Sessions:
Spay Neuter Clinic : Opening and operating a spay/neuter clinic
from the West Virginia perspective - presented by Donna (director
of TRACS spay neuter clinic) & Jim Spencer (Financial advisor
for TRACS)
Tour the West Virginia Mobile Van: Tour our new unit which hits
the road this fall to spay neuter animals in West Virginia.
Building support for humane education: a method for working with
teachers in school systems to develop humane education: a look at
educational programs that promote animal welfare and are currently
being used in the Marshall County Public School system presented
by Barbara Scanlon, Humane Education Officer - Marshall County Animal
Rescue League
Canine Emergency Response Teams presented by dog handler, Pam Bennett
who has been involved in the training and handling of rescue operations
throughout West Virginia. An overview of training and search techniques
will be explored with these marvelous canines.

2:15 – 3:45 Concurrent Sessions: Choose One of the Following
Sessions:
An overview of "Early Spay Neuter" : Reducing pet overpopulation
through early spay neuter presented by Sylvia Shafer, Exec. Director
of the Kanawha/Charleston Humane Association who will cover the
benefits to the shelter and to the animals. Co-presenter will be
Dr. Paul Gunnoe, DVM, who will provide the specific information
from the veterinarian’s perspective on the effects to the
animals.
2:15 –3:00

Tips and Hints for Increasing Adoptions : Explore a variety of
methods through marketing, Behavior Modification Training, PETelethon,
etc. that have been successful at this large Pittsburgh Shelter.
Many ideas will be shared in this round table discussion, presented
by Charlotte Grimme, Development Director of the Western Pennsylvania
Humane Society Web Sites that work for animals : An exploration
of animal sites that work and why some others fail. Plus we take
a look at FOHO’s new web site.
3:00 – 3:45

of current animal welfare laws with a look at any current legislation

using local effort - moderated by Esther Mechler, Spay USA
